Chief Judge of the Supreme People’s Court Truong Hoa Binh answered deputies’ questions on how to improve the quality of the sector during a National Assembly question and answer session on November 21.

Personnel training is crucial to ensure competent and professional staff and officials for the sector, minimising unjust cases, he said.

One of the key measures to increase the capacity of court staff is organising regular tests and drawing lessons from each case, while creating all favourable conditions for them to improve their capacity through training courses in the country and abroad.

Regarding issues related to wrongful cases and the use of corporal punishment in investigations and the handling of criminal cases, Minister of Public Security Tran Dai Quang joined in, saying any use of such punishment is strictly forbidden.

In an effort to avoid violations from occurring, the ministry is designing a proposal to prevent and combat negative phenomena in judicial activities, and another one to provide professional and moral training for investigators and ministry staff, he noted.

The ministry has also coordinated with the Supreme People’s Procuracy to intensify supervision over investigative activities to detect violations and give prompt solutions, he added.

Commenting on the Chief Judge’s answers, NA Chairman Nguyen Sinh Hung said despite the positive changes seen in activities of investigation, prosecuting, judging and execution, the sector is facing many shortcomings.

He urged the sector to continue its efforts to develop highly competent and sufficient human resources.

Effective personnel management from central to local levels is also crucial to ensure a transparent and strong judiciary, he stressed.-VNA
