Any amendments to the 1992 constitution must meet the country’s current development needs, forecast global and regional trends, and comply with the resolution passed by the 11 th National Congress of the Party.

National Assembly Chairman Nguyen Sinh Hung made the statement at the second meeting of the committee responsible for drafting amendments to the Constitution on Feb. 21.

As chairman of the committee, he said the drafting of amendments to the Constitution should be based on the goal of meeting the country’s long term and sustainable needs.

The draft amendments need to promote the people’s democracy, affirm the nature of a State of the people, by the people and for the people, and clarify Vietnam as a socialist country, he said.

Hung emphasised the necessity for the draft amendments to affirm the legal status and leading role of the Communist Party of Vietnam and the close relations between the Party and the people.

Amendments to the constitution should create a driving force for national building and security, and focus more on the rights and the responsibilities of the people to mobilise individuals’ strengths and consolidate the country’s solidarity, he said.

Hung urged the committee’s members to review and offer opinions on the functions, responsibilities and basic organisation and operation of the legislative, executive and judicial bodies, and asked the members to contribute their ideas about the organisation, number of chapters and provisions of the Constitution.

After getting opinions of the members, the draft amendments to the 1992 Constitution will be submitted to the National Assembly for approval for the duration and methods of collecting public opinions. - VNA
