Prime Minister Nguyen Tan Dung was elected as Vice Chairman of the National Defence and Security Council, with 97.2 percent of votes at the 11 th working day of the 13 th National Assembly’s first session on August 3.

The council’s members included NA Chairman Nguyen Sinh Hung, Minister of National Defence Phung Quang Thanh, Minister of Public Security Tran Dai Quang and Minister of Foreign Affairs Pham Binh Minh.

Vietnam ’s 1992 Constitution stipulates that the State President functions as Chairman of the National Defence and Security Council.

Also on the day, the NA discussed and contributed ideas to the draft 2012 Law and Ordinance Building Programme and adjustments to the 2011 Programme.

According to Chairman of the NA’s Law Committee Phan Trung Ly, for the 2011 Programme, the NA Standing Committee asked the NA to discuss the Law on Water Resources (amended) and the Law on Tertiary Education at its second session instead of the first one.

The committee also suggested adding four other bills, including the Cypher Law, the Law on the Sea of Vietnam , the Law on amending and supplementing some articles of the Law on Tax Management and the Anti-Money Laundering Law, and the NA Standing Committee’s draft resolution on an environmental protection tariff, to the 2011 Programme.

For the 2012 Law and Ordinance Building Programme, there will be 28 draft laws, one resolution and two ordinances in the official programme and 27 draft laws and two ordinances in the preparatory programme.

The majority of deputies agreed with the proposals on the 2012 Law and Ordinance Building Programme and adjustments to the 2011 Programme./.
