The RoK’s Unification Ministry said on Jan. 12 that the two sides spoke to each other for ten minutes via the restored Red Cross communication channel at the border village of Panmunjom .
The DPRK severed the hotline in March last year after the RoK blamed it for the fatal sinking of an RoK warship. In May the RoK suspended nearly all cross-border exchanges as part of punitive measures against Pyongyang , despite its repeated denial of involvement.
On Jan. 12, the DPRK also proposed talks with the RoK next month over reopening suspended cross-border tours and the joint industrial complex Kaesong .
In three separate proposals, the DPRK suggested holding talks on Feb. 11 in the border town of Kaesong to discuss reopening tours to Mount Kumgang , suspended after a shooting death of a RoK tourist in 2008.
It also proposed holding a working-level meeting on Feb. 9 in Kaesong over improving working conditions at their joint industrial park./.
