Foreign Minister Pham
Binh Minh presented the award to the outgoing Singaporean diplomat at a
reception for the latter in Hanoi on August 3.
Speaking at the presentation ceremony, Minh spoke highly of Simon’s efforts
and important contributions during his time of office, especially in
politics, economic-trade-investment, defence-security,
education-training, and tourism.
