Under the decision, those who are appealing to reconsider their verdicts, under investigation of another crime, get clemency earlier, have two and more convictions, or commit serious crimes or commit a crime prejudicial to national security will be not included in the consideration of amnesty.
At a meeting to carry out the President decision in Hanoi on June 10, Deputy Minister of Public Security Le The Tiem said it is necessary to ensure that considering and checking amnesty cases are conducted in a careful, objective, public and transparent manner.
He urged local authorities to pay attention to helping released prisoners re-integrate into the community./.
