The Ministry of Justice has asked the health and finance ministries to review what has been described as an irrational stipulation that accident victims should prove they did not break traffic laws to claim health insurance.

The two ministries had issued a joint circular last August to this effect and it has got the media, citizens, and medical practitioners up in arms.

The provision states: "When traffic accident victims have attested documents from the appropriate authorities, they can bring the documents, invoices, and receipts to the health insurance department for refunds."

Neither does it point out who the "appropriate" authorities nor are the regulations for issuing certificates saying someone did not flout traffic laws.
