The Vietnamese Government has issued an action programme for the realisation of the Party Central Committee’s Resolution 22-NQ/TW on international integration, according to the Government news portal on May 14.

The Resolution, adopted on April 10, 2013, is part of the effort to concretize the orientation of “proactive and active international integration” figured out at the 11th National Party Congress.

The Government’s action programme covers specific activities, roadmap and duration to boost the international integration process.

According to the action programme, it is important for authorities at all levels to popularize the contents of the Party Central Committee’s Resolution as well as requirements, opportunities and challenges, tasks for international integration in each and every sector.

Inferior levels also need to further promote the image of Vietnam to international friends.

International economic integration is a key element of the action plan. The Government will develop and implement a strategy for international economic integration through 2020, especially in the financial and monetary sector.

The country will play a more effective role in such institutions like the International Monetary Fund, World Bank, World Trade Organization, Asian Development Bank among others.

It is a must to improve the business environment in order to further lure foreign investment, including trans-national corporations; beef up public investment restructuring process; encourage private investment and public-private investment.

The Government will also take measures to improve investment efficiency, strictly manage pubic debts, and design mechanisms and policies in favor of green development.

Regarding international integration in politics, Vietnam will continue to consolidate and enhance relations with partners, especially major ones of significant importance to the country’s development and security.

Vietnam will actively participate in and promote its role at multi-lateral institutions, particularly in building the ASEAN Community, designing the bloc’s post-2015 development orientations, expanding cooperation in ASEAN-led mechanisms like ASEAN Plus 1, ASEAN Plus 3, ASEAN Regional Forum and East Asia Summit, developing a code of conduct for the East Sea and others.

The country will continue to make active and responsible contributions to important forums like the United Nations, Asia-Pacific Economic Cooperation, Asia-Europe Meeting among others.

Regarding international integration in national defense and security, Vietnam will formulate and realize a strategy for international integration in this area through 2020.

International integration in culture, education and training, science and technology and other fields will be promoted to mobilize resources for the development of these fields.

The Government will enhance its participation in addressing environmental issues, proposing initiatives to cope with climate change and protect water resource, animals, plants and deal with natural disasters.-VNA
