Hanoi (VNA) – A programme on developing human resources serving the health sector in 2011-2016 proved effective, helping the Ministry of Health establish and fortify key foundations of the medical workforce system, heard a review conference in Hanoi on March 22.

Addressing the event, Health Minister Nguyen Thi Kim Tien highlighted the effectiveness of the six-year programme funded by the Asian Development Bank (ADB), affirming that it achieved nearly all set goals.

The establishment of a national management system of medical practice registration and licence through an online database system is the prominent result of the project, she said.

With the involvement of 34 hospitals at all levels, 17 universities and colleges nationwide, the project aimed to support the investment and upgrading of medical human resources training institutions as well as the forecast, planning, and management in training.

It contributed to enhancing human resources management and ameliorating financial mechanism, as well as effectively solving issues related to differences in accessing and using high-quality health services among socio-economic sectors.

The programme supported the construction of 134 new labs and the upgrading of 209 others at the 17 participating universities and colleges. The quality of lecturers in these educational institutions was also improved.

It also helped improve medical systems in rural and ethnic minority areas, and supported the implementation of the Law on Medical Examination and Treatment and “the strategy on protection and improvement of public health in 2011-2020, with a vision towards 2030”./.
