On June 12, 2025, during its 9th session, the 15th National Assembly passed a resolution on the restructuring of Vietnam’s provincial-level administrative units. Under this new structure, Vietnam now has 34 provincial-level units—28 provinces and 6 centrally governed cities. The move is expected to open a new era of development, guided by a 100-year vision.
In the first half of 2025, the Party Central Committee, and its Politburo and Secretariat issued over 100 documents on Party building and the prevention and control of corruption, wastefulness, and other negative phenomena. The National Assembly amended several articles of the 2013 Constitution, and passed 38 laws and 45 resolutions.
The apparatus reorganisation must assure smooth operation of organisations and agencies and avoid disruptions to the activities of the Party, administrations, citizens, and businesses, President Luong Cuong told officials of the two provinces.
Based on the reports from the Party Central Committee’s Organisation Commission and Party Committees of localities, the Politburo and Secretariat acknowledged the positive progress and notable outcomes achieved, with all Party organisations across the country and mass agencies issuing guiding documents to clarify responsibilities, coordinate efforts, and align restructuring plans with central policies and timelines.
Under the Party Central Committee’s resolution, Hau Giang is expected to be merged with Can Tho city and Soc Trang province to form a centrally-run city named Can Tho, with greater space for development, said NA Chairman Tran Thanh Man.
PM Pham Minh Chinh expressed his hope for continued support from the Party Central Committee, its Politburo and Secretariat, current and former leaders, the NA, and the Fatherland Front for the Government to fulfil its tasks, creating momentum for the whole country to make development breakthrough and enter the era of the nation's rise.
