ASEAN, China talk on East Sea

Deputy Foreign Minster Pham Quang Vinh and his Chinese counterpart, Fu Ying, on June 25 concluded a two-day meeting of senior officials from ASEAN and China on the implementation of the Declaration on the Conduct of Parties in the East Sea (DOC).
Deputy Foreign Minster Pham Quang Vinh and his Chinese counterpart, Fu Ying, on June 25 concluded a two-day meeting of senior officials from ASEAN and China on the implementation of the Declaration on the Conduct of Parties in the East Sea (DOC).

Both sides agreed on the commitment to implement the declaration and create a Code of Conduct in the East Sea.

They also stressed the need to maintain peace, stability, maritime security and safety and peaceful settlement of disputes on the basis of international laws, especially the 1982 UN Convention on the Law of the Sea (UNCLOS).

The meeting also re-assessed the achievements made in the implementation of DOC, especially restarting the ASEAN-China senior officials’ meeting (SOM) and approving guidelines for DOC implementation and an action plan for DOC implementation.

They all reaffirmed that the declaration is an important document, helping to build trust in the region and enhance ASEAN-China relations for peace and stability in the region.

They agreed to continue to maintain positive and constructive dialogues to ensure the full and effective implementation of DOC, including the implementation of the guidelines and the plan of action as well as the organisation of joint activities, such as a conference marking the 10th anniversary of signing DOC.

On this occasion, ASEAN asked for early talks between ASEAN and China in order to create the COC.

The result of the meeting will be reported to the ASEAN-China Foreign Ministers’ Meeting in July, 2012.
Deputy Foreign Minister Pham Quang Vinh spoke highly of the respect and full implementation of DOC, considering it as practical contributions to peace, stability, maritime security and safety in the region in general and on the East Sea in particular.

He stressed that apart from fully implementing DOC and conducting activities on the basis of the plan of action for DOC implementation, the parties need to successfully create COC, thus increasing cooperation for trust building for peace and stability in the region and on the East Sea.-VNA
