Bac Giang (VNA) – The northern province of Bac Giang is focusing on leveraging the effectiveness of its community digital technology teams to promote the development of a digital society.
Currently, there are 209 community digital technology teams at the commune, ward, and town levels, and 2,128 teams at the village and neighborhood levels, with more than 17,000 members actively participating.
These teams play a key role in public outreach, providing guidance to citizens on how to use online public services, helping with the installation and activation of electronic IDs, and promoting access to digital services in sectors like healthcare and education. Notably, over 5,100 youth members are playing a pivotal role in these teams.
In the third quarter of 2024, local youth organizations helped 2,190 people set up electronic IDs and assisted 30,500 others in using online public services. The province also established 51 "cashless community markets" as part of its efforts to promote digital transactions.
Local authorities are intensifying campaigns to encourage cashless transactions in public markets, with the goal of developing e-commerce services and promoting the use of digital payment systems.
Looking ahead, the provincial leadership plans to further advance the digital transformation by developing online platforms for mass online courses (MOOCs) to enhance digital skills for both the public and businesses. There is also a focus on ensuring no one is left behind in the digital transition, with particular attention to ensuring equitable access to digital resources for ethnic minorities.
Additionally, the province is expanding digital services on government and smart city platforms, offering services in various sectors such as healthcare, education, transportation, real estate, employment, and e-commerce to enhance public satisfaction through digitalization.
The province is also working on mobile-based IT solutions to support the dissemination of policies and information on gender equality, human rights, and social issues, particularly for ethnic minority communities. Moreover, the province plans to promote digital tools to raise awareness about career guidance and employment opportunities for these communities.
In the coming period, the Bac Giang Youth Union will prioritize enhancing digital capacity for young people, fostering the leading role of youth organizations in digital transformation during the 2022–2025 period, especially in community digital technology teams. The union will also focus on promoting cashless payment campaigns among youth and the general population, while efficiently utilizing digital platforms such as the Bac Giang Volunteer Address Map, Bac Giang Digital Tourism Guide, and "Bac Giang Workers" website and Zalo Mini App. Furthermore, they will organize training to teach digital skills for local citizens and youth involved in these teams, particularly in guiding people to use online public services.
The Department of Education and Training in Bac Giang will continue to advance digital transformation and cashless payments in educational institutions. It will also collaborate with partners to develop and improve AI-based teaching models starting from 2025.
The Department of Health is developing software for managing and operating healthcare services, including software for managing commune-level health stations and connecting with hospital systems and electronic health records (EHR). It will also continue to upgrade medical equipment and introduce image storage systems (PACS, LIS) and electronic medical record systems (EMR) across hospitals and healthcare centers in the province./.
