Most National Assembly (NA) deputies said some criteria in the State budget estimates were not practical.
DeputyDinh Xuan Thao said that if the State Budget Law is not amended, itwill be very difficult to build a suitable budget based on the country'sreal needs.
Deputy Nguyen Ngoc Hoa said that this year's totalbudget spending exceeded the target which proved that fiscal policytightening had not been well implemented. Next year, revenue could fallfrom the impact of crude oil prices and land use fees.
DeputyTran Du Lich said that the method used to allocate the budget should beamended soon as it is currently equal between localities which makes itdifficult to minimise budget spending.
A dramatic change to thebudget allocation method will require insight into Government revenuesat both the central and local levels, he said. In poor provinces, publicservices could be subsidised by the State while wealthy provinces coulduse their own revenue to pay for public services. Any funds from theState budget used to finance public services must be monitored.
However,experts believe the situation of advertisements negatively impactingconsumers could be dealt with the law on protecting consumer rights thattook effect on the first of July this year.
Due to a limitedbudget, the Government should identify specific areas for reasonablebudget allocation, said deputy Pham Quang Nghi, adding that it shoulddetermine the most urgent issues and conduct in-depth analyses onspecific areas in order to determine which provinces or sectors neededan increase or decrease in their budget allocation.
Trinh TheKhiet said State budget allocation should be focused on the developmentof key transport systems, infrastructure facilities and sciences whichwere vital to developing the economy.
According to the 2011 Statebudget report, the year's total spending was estimated to exceed thetarget by 9.7 percent, or 70.4 trillion VND (3.3 billion USD)./.
