Raul Castro, who is currently President of the Cuban Council of State and President of the Cuban Council of Ministers as well as Second Secretary of the Central Committee of the Communist Party of Cuba, sent his letter of condolences to the General Secretary of the Communist Party of Vietnam, Nong Duc Manh.
Typhoon Mirinae caused considerable damage to property and loss of human life when it hit Vietnam on November 2./.
