Deputy Prime Minister Hoang Trung Hai has asked the Ministry of Planning and Investment (MPI) in collaboration with several other ministries and the State Bank of Vietnam to accelerate the implementation and disbursement of projects and programmes using official development assistance (ODA) and preferential loans.
These agencies will be responsible for reviewing, updating and completing data on attraction, management and use of ODA capital and preferential loans, while listing projects with completed balance procedures.
The MPI will collaborate with state management agencies in the field to grasp the implementation of ongoing ODA-funded projects and programmes of ministries, sectors and localities, thus taking timely measures to address difficulties for them.
The Deputy PM has also assigned the ministry to team up with donors and relevant agencies to propose the establishment of a specialised unit that supports the settlement of difficulties as well as ODA loans to aid the site clearance for a number of selected projects.
It will work to perfect legal regulations on corruption prevention in managing and using ODA and preferential loans, while enhancing supervision to prevent violations.
Preparation of projects has been required to be improved so as to reduce changes and adjustments in the implementation process, which can result in losses and prolonged progress. Ministries, agencies and localities have also been urged to draw measures to hasten the progress of delayed projects.
According to the MPI, as many as 2.800 billion USD were disbursed in the first half of this year, up 22 percent year-on-year.-VNA
