Prime Minister Nguyen Tan Dung has emphasised the necessity to focus emulation and rewards work on labourers with unique initiative and outstanding achievements.

At the 29th session of the Central Council for Emulation and Rewards in Hanoi on Aug. 10, PM Dung said that emulation and rewards work has contributed to implementing national socio-economic targets in the first half of 2009 as has created emulation movements and exemplary role models in the society.

Despite several difficulties and challenges in 2009, the national economy maintained a relatively high growth rate in the context of global economic meltdown, said PM Dung, adding that industry and services have each grown by around 7 percent since February while macro-economic stability and social welfare have been maintained.

The PM, however, said that emulation movements have not been consistently maintained and rewards work has not done well in some ministries, agencies and localities.

The ‘emulation fighter’ title should not be considered for leaders at the provincial level and above, and an effective, responsible emulation-rewards apparatus must be built, he said.

PM Dung requested that ministries, branches and localities maintain emulation movements in all fields so as to prevent economic downturn, maintain a five percent growth rate and stabilise the macro-economy while ensuring social welfare.

He suggested that emulation movements be combined with dissemination work, expand the number of exemplary role models and present Uncle Ho badges to outstanding individuals within these movements.

The PM also proposed that the council lay down regulations on granting titles and make public the presentation of the hero title to create awareness in the society./.
