Hanoi (VNA) - The return, protection of, and support to the victims of human trafficking is a very complicated set of circumstances. They involve various forces and countries, requiring very close coordination among many authorities.
The Ministry of Labour, Invalids and Social Affairs, the Ministry of Public Security, the Ministry of National Defence, and the Ministry of Foreign Affairs on July 18 signed an agreement on the regulations governing the protection of and support to the victims of human trafficking.
The regulations include three chapters and 15 articles providing the principles, contents, and responsibilities for the coordination among the Ministry of Labour, Invalids and Social Affairs, the Ministry of Public Security, the Ministry of National Defence, and the Ministry of Foreign Affairs.
Under the regulations, the sides will jointly utilise inter-disciplinary teams to perform the work, settle emerging issues and inspect the implementation of the legal provisions on the work.
The four ministries will also jointly build legal documents, projects, programmes and plans related to the work.
The regulations also clearly state the tasks and responsibilities of each ministry in receiving information and documents on the victims and their relatives, and financing essential needs and transport expenses for them. They also clarify the implementation of the measures on the reception and protection of and support to the victims, and making statistics and reports on the work.
Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung said the work is very complicated and relevant to various forces and countries. That is why it has, over the recent past, seen the very close coordination of actions among the four ministries.
According to the minister, the operation forms of the criminals have become all the more sophisticated and that is why the ministries should focus on directing, guiding, inspecting units under their wings to implement the tasks set in the regulations.
Minister Dung also stressed the need to raise the efficiency and quality of the reception and verification work of information. He also suggested measures on the protection of the victims and the support for them to come back under legal provisions, the intensification of international cooperation, and the completion of the legal corridor on the fight against the evil blamed all over the world.
Deputy Minister of Public Security, Senior Lieutenant General Tran Quoc To spoke highly of the practical contents of the regulations, describing them as matching between theory and reality. The signing of the regulations creates an important basis for the further comprehensive, regular and close coordination so as to bring about better outcomes for the work in the time to come, he said, adding this will meet the expectations of people throughout the country. This also manifests the commitments and efforts by the government on the work to international friends, the official stressed.
As the permanent office of the Government’s programme on the fight against human trafficking, right after the signing ceremony, the Ministry of Public Security will immediately direct its forces and localities to closely coordinate with relevant offices of the Ministry of Labour, Invalids and Social Affairs, the Ministry of National Defence, and the Ministry of Foreign Affairs in building concrete programmes and plans to implement the regulations.
Minister Dung also expressed his belief that Vietnam will reap various achievement in the fight against human trafficking and support the victims. He said this is inclusive with the role of the permanent office of the Ministry of Public Security and the participation of other ministries, authorities, Party organisations, and local administrations, along with the support from and collaboration by international organisations./.
UN Women supports victims of gender-based violence
The UN Women Vietnam on September 30 handed over essential equipment worth 483.4 million VND (21,200 USD) to three Peace House Shelters in Hanoi and the Mekong Delta city of Can Tho to upgrade free helpline (1900 969680) in order to improve responses to domestic and international calls and reports of violence against women, and to continue to improve the overall quality of the support services for victims of violence and human trafficking.
