A seminar to gather the opinions of experts for Vietnam’s draft social security strategy for the 2011-2020 period was held in Hai Phong city on Oct. 8.

The seminar, co-held by the German organisation for technical cooperation GTZ and the Vietnamese Ministry of Labour, War Invalids and Social Affairs (MOLISA), focused on the strategic issues of generating jobs for young people, promoting their participation in voluntary social insurance programmes and improving the quality of social services for disadvantaged groups.

All their opinions were put together along with the ideas collected previously from other specialists and those who will implement the strategy at provincial level. These will then be summed up in order to present the strategy to the Government for approval, scheduled for later this year.

The consultative seminar was part of a poverty alleviation project being carried out by the MOLISA and GTZ with a fund of 4 million EUR from the German Government. The project started in 2006 and will last until 2012.

Ellen Kramer, the project’s advisor, said a social security strategy is necessary for sustainable development.

She said that Vietnam is just one of the countries to build proper strategies to protect poor and disadvantageous groups from risk and connect them with essential services as well as helping them to escape from poverty.

The draft social security strategy for the 2011-2020 period is designed taking into account Vietnam’s social security policies and is based on policies on the labour market, social insurance and social welfare.

It has set a target that by 2020 the entire population will have a decent standard of living and will not be at risk of falling into poverty, even unexpected risks. The biggest beneficiaries will be the old, children and disabled people./.
