Deputy Prime Minister Nguyen Xuan Phuc has urged the port city of Hai Phong to pay attention to policing bars and clubs to reduce the risk of crime.
Phuc, who is Chairman of the National Steering Committee for Crime Combat and Prevention, was on January 6 responding to claims by Hai Phong Police Director Colonel Do Huu Ca that the city was experiencing new types of crimes in which the perpetrators, many of them armed and using new telecommunications technology, were disguised as legal businesses in order to trade drugs or to organise inter-provincial fraud activities.
He said it was necessary to define specific responsibilities for the leaders of various localities in the city and for heads of local police units and to hold them responsible and punish them if their loose management resulted in an increase in crime.
He said the city should improve the public's understanding of the situation and encourage their participation in the fight against crime.
Deputy Minister of Public Security Lieutenant General Le Quy Vuong said criminals had become dangerous as they had invented new and complicated tactics to commit crime in the city and other localities.
Vuong said city leaders should closely watch officials to detect whether they were giving protection to, or assisting criminals, and to tighten management of weapons and explosives.
Deputy PM Phuc had also met with leaders of other major cities to review their fight against crime.
Meanwhile, to crack down on crimes which usually surge during Tet (the Lunar New Year), the HCM City police and their counterparts in south-eastern provinces will work closely.
Major General Pham Anh Minh, Deputy Director of HCM City Police, said since criminals are likely to move from one province to another, even to neighbouring Cambodia, to gamble, close cooperation between police forces is needed.
Police in Hanoi and Hai Phong and Nam Dinh provinces in the north, home to many criminal gangs that have connections with gangs in HCM City , will also join the campaign.
Minh called on the northern police to step up checks and keep a close eye on vehicles to find those stolen in HCM City and sent there.
K20, an agency under the Ministry of Public Security in the south, will provide officers to assist in the campaign.
It will also position mobile teams on borders between south-eastern provinces.
Military Zone 7 based in HCM City will provide soldiers for the fight.-VNA
