Hanoi (VNA) – The 15th People’s Council of Hanoi convened its seventh session on December 4 to review the city’s performance in socio-economic development and national defence and security in 2018, and set forth solutions for 2019.

Vice Chairwoman of the National Assembly Tong Thi Phong and Secretary of the municipal Party Committee Hoang Trung Hai attended the opening ceremony.

In her remarks, Phong applauded efforts of the municipal Party Committee, People’s Council, People’s Committee and Fatherland Front, organisations and people in Hanoi over the past time.

She urged the People’s Council to point out the city’s advantages and disadvantages and their causes, especially subjective reasons, and responsibility of heads of agencies for the shortcomings.

Each member of the council should promote their role and responsibility to represent the will, aspirations, rights and interests of people, Phong said.

She asked Hanoi to closely coordinate with ministries and centrally-run agencies to implement specific mechanisms and policies on Hanoi’s development in line with the Law on Capital City towards the implementation of the project on urban authority.

Addressing the opening ceremony, Hai highlighted the significance of the meeting and asked the delegates to carry forward the spirit of objectivity and democracy as well as the sense of responsibility during discussions.

The People’s Council should promptly and synchronously pass mechanisms and policies, especially those contributing to the rapid and effective use of the city’s potential and advantages, while reasonably allocating resources, he said.

Besides, the council needs to improve its performance in inspection, supervision, and question and answer activities in order to ensure the serious and effective implementation of its resolutions, mechanisms and policies on socio-economic development, he added.

During the meeting, the People’s Council will conduct a vote of confidence on officials holding positions elected by the council, he said, urging the delegates to raise the sense of responsibility and justice to complete the important work.

In the afternoon, the municipal People’s Committee submitted Hanoi’s State budget balance sheet in 2017 to the council for approval, along with adjustments to the city’s mid-term public investment plan for 2016-2020.

The delegate also looked into the 2019-2021 finance-budget plan, local budget and budget estimate in 2019, and projects on land reclamation in 2019, among others.-VNA
