Ho Chi Minh City ’s Vietnam-Russia Friendship Association (VRFA) Vice President Tang Van Hong delivered this remark at a ceremony held in the city on Nov. 4 to celebrate the 93 rd anniversary of the October Revolution (Nov. 7).
