HCM City improves oversight of State-owned housing, land

Ho Chi Minh City plans to complete inventory and check the status of State-owned houses and land in the city this year to ensure that housing and land are being used for legitimate purposes.

HCM City (VNS/VNA) – Ho Chi Minh City plans to complete inventory and check the statusof State-owned houses and land in the city this year to ensure that housing andland are being used for legitimate purposes.

The city will check housing and land quantity, area, shape, position, legaldocuments, management, purposes for use, as well as the current housing andland usage of offices, organisations, enterprises and individuals.

The city will fine violators of regulations and withdraw land use licences ofState-owned vacant houses and land or those that were taken illegally.

The city's People’s Committee has told relevant agencies including theDepartment of Natural Resources and Environment to strengthen checks andsupervision after issuing certificates of land-use rights. 

The department is expected to check the leases of State-owned land that rent atlow prices and then set up a proper price framework. This land should also bewithdrawn to create a fund for build-transfer (BT) projects, the committeesaid.

Land-use right certificates which have been blocked for two years must also bedealt with because they had delayed real estate projects in the city, accordingto the committee.

The People’s Committee has also instructed the Department of Finance to approveand allocate capital for bidding of land-use rights for four land lots in the ThuThiem New Urban Area and for 3,790 apartments in District 2’s Binh Khanh ward.

The department has been asked to petition the Ministry of Finance for detailedguidance on the rearrangement of State-owned property.

In addition, the Department of Construction is expected to assess theeffectiveness of State management of its own housing and land, and thenconsider a unified management model.

A price framework for leasing of State-owned houses and land for production andbusiness purposes should also be established by the department, the committeesaid. It should match market prices and comply with existing regulations.

According to the Department of Natural Resources and Environment, compensationto and assistance for resettlement of residents related to major projectsshould be completed. Projects include construction of metro line No.2 from BenThanh Market in District 1 to Tham Luong Depot in District 12, Thu Thiem NewUrban Area in District 2, Sing-Viet Urban Area in Binh Chanh district.

The department plans to put up for bid 10 land lots covering more than 11hectares, and to implement procedures for bids on 19 lots covering nearly 34hectares./.

Da Nang tightens fishing vessel management to have EC's IUU yellow card lifted
