Party General Secretary Nong Duc Manh has asked HCM City to lead the southern key economic region with higher growth than the country’s average and become an economic, financial and trade hub of the country and Southeast Asia.
Addressing the IXth HCM City Party Committee Congress for the 2010-2015 term on Oct. 5, the Party leader emphasised the necessity for the city to improve the quality of planning in various fields - particularly urban development and infrastructure system - for its long-term development.
He suggested HCM City pay more attention to improving education and training quality, and develop training mechanisms and skilled human resources to meet the city’s development requirements.
The city should also ensure its security and defence while maintaining political and social order, he said.
The Party chief used the occasion to highlight the city’s efforts to achieve a five-year average GDP increase of 11 percent and upgrade its infrastructure.
The city has paid due attention to social welfare, he said, adding that the people’s living conditions have been improved, together with progress that is visible in the city’s Party-building work, political systems and other fields, including education and training, health care, science and technology, and culture and society.
He commended the municipal Party’s Committee, authorities, Fatherland Front, mass organisations and people on their creativeness and resilience.
The Party leader, however, pointed out shortcomings in slow economic restructuring, low-quality growth and competitiveness, overloaded urban traffic infrastructure and weaknesses in urban planning and management.
The city’s GDP and industrial growth have failed to meet targets while human resource quality was far from meeting development and integration requirements, he said.
Municipal Party Committee Secretary Le Thanh Hai said that despite global complexities and domestic difficulties, the city’s Party Committee, authorities and people have exerted considerable efforts to control inflation and economic degradation while consolidating the state and collective economy and bringing into play the market economy and the private economy.
The proportion of deluxe services has increased while that of industries employing workers has dropped, Hai said.
He reiterated that the city’s new social welfare and poverty reduction programmes have helped improve people’s life while social security has been maintained and the quality of Party organisations and members have been raised.
The city has also promoted administrative and judicial reform and the fight against wastefulness and corruption, he added.
From now until Oct. 8, the congress will review the implementation of the previous Congress Resolution, decide orientations and tasks to develop the city, Party building work and political system and work out solutions to achieve the targets of the 2010-2015 period.
The congress will also elect delegates to the Executive Committee and the XIth National Party Congress./.
