Hung Yen works hard on new-style rural building

Hung Yen (VNA) – The Red River Delta province of Hung Yen recorded great achievements in performing the national target programme on new-style rural area building in the first six months of 2022. 

The locality had five more model new-style rural areas. The total capital mobilised for building new-style rural areas in Hung Yen topped 4.7 trillion VND (over 200 million USD).

Over 193km of roads in Hung Yen were repaired and upgraded in the period. Meanwhile, seven communal houses were built, and 11 new agricultural cooperatives set up.

Local departments and sectors have worked hard on the task. However, the locality still faces a number of difficulties in implement the programme.

The disbursement of the capital sourced from the central budget for the locality to implement the programme still remains slow; and the quality of works and projects that met criteria of the programme in somewhere has showed signs of deterioration.

Hung Yen aims to have 10-15 more advanced new-style rural communes and 8-10 model new-style rural communes; and an addition of 15-20 model new-style rural residential areas.

To that end, local authorities will focus on implementing key solutions such as regularly consolidating the steering committees for building new-style rural areas at all levels to ensure smooth and effective leadership in this work.

Attention will be paid to promoting communication activities, accelerating the restructure of the agricultural sector; and effectively implementing the scheme of auctions of land use rights to mobilise capital for the construction of advanced new-style rural areas in the 2021-2025 period. 

Meanwhile, the sorting and treatment of organic waste at source will continue to be expanded.

A new set of criteria for new-style rural communes and another for advanced new-style rural communes for the 2021-2025 period were issued on March 8 following Decision No.318/QD-TTg.

Under the decision, a new-style rural commune has to meet 19 criteria in many fields, including planning, socio-economic infrastructure, economy and production, socio-culture and environment. The criteria are specified for different regions.

Specifically, a new-style commune must have 80 percent of its farming area with active irrigation systems. In general, per-capita income must be 48 million VND (2,100 USD) per year on the average in 2022. In particular, the per-capita income is 39 million VND for northern mountainous and north central regions, while it is 53 million VND for the Red River Delta and Mekong Delta regions, and 63 million VND for the south eastern region.

The communes should have effectively operating cooperatives and production-selling connection models, implementing origin tracking regulations on their major products and developing farming areas meeting VietGAP standards.

At the same time, they must satisfy criteria on health care insurance coverage, the rate of malnutrition among children under five years old, and the rate of residents having electronic medical records.

They must show strong performance in environmental protection, especially waste treatment system, along with criteria on food safety.

Meanwhile, an advanced new-style rural commune must meet all criteria of a basic new-style rural area and have higher standards across all 19 criteria, according to the decision.

Particularly, the per-capita income in an advanced new-style rural commune is 58 million VND per year on the average in 2022, and varies from 47 million VND to 76 million VND per year in different regions.

According to the national target programme on new-style rural area building, at least 80% of communes nationwide are expected to be recognised as new-style rural areas by 2025.

Of the expected new-style rural communes, around 40% are projected to win the advanced new-style rural area title, and at least 10% will be exemplary new-style rural areas.

Notably, the average income of rural residents will increase by at least 1.5 times compared with 2020.

Meanwhile, half of cities and districts will secure the new-rural area title and fulfill the target of new-style rural area building, of which 20% will reach the advanced and model levels.

Funding for the national target programme on new-style rural area building is estimated at 196.33 trillion VND (8.54 billion USD) at the lowest, with 156.7 trillion VND coming from the local budget./.
