JICA, Binh Duong discuss public-private partnership

Vice Chairman of the People’s Committee of southern Binh Duong province Tran Thanh Liem held a January 20 working session with a delegation from the Japan International Cooperation Agency (JICA) on issues related to Private Public Partnership (PPP).

Oyama Tomohide, JICA official in charge of Private Sector Investment Finance (PSIF) said that PPP is a form of collaboration between the State and the private sector in implementing infrastructure development projects.

The scheme will address the shortage of investment, and better access private credit amid the limited State budget, he said, adding that his agency is working with Vietnamese ministries and sectors to reach a consensus on PPP in order to help it effectively conduct projects in Vietnam.

In Binh Duong, JICA will continue providing technical assistance for water supply and sewerage projects funded under the PSIF type, which helps businesses access direct loans from JICA rather than through agreements from the two governments, Tomohide said.

Liem affirmed that Binh Duong always backs JICA’s PPP negotiations in order to reach a consensus on implementing its projects in Vietnam and in Binh Duong in particular.-VNA
