Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh the same day conveyed his sympathies to Minister of Foreign Affairs of the Netherlands Stef Blok.
The shooting incident inside a tram in the Dutch city of Utrecht on March 18 left three people dead and many injured.-VNA
