The biggest success of the 1st Meeting of ASEAN Chiefs of Security Agencies (MACOSA) was to enhance confidence amongst security agencies of the ASEAN nations, said a Vietnamese senior police officer.
Deputy Minister of Public Security Lieut. Gen. Bui Van Nam delivered the remark at a press conference following the one-day meeting in Hanoi on Sept. 29.
Delegates agreed that the MACOSA will be held regularly and expected Indonesia , Chair of the ASEAN in 2001, will host the 2 nd meeting, said Nam , who is also Head of the Vietnamese delegation.
Major Gen. Nguyen Chi Thanh, Deputy General Director of the General Security Department I under the Ministry of Public Security, said the meeting agreed on the three aims of the MACOSA which are to strengthen security cooperation amongst the regional countries towards the building of the ASEAN Political-Security Community, link up with the relevant ASEAN mechanisms, and propose activities to boost regional cooperation in security.
The meeting approved five principles for ASEAN security cooperation, including mutual respect for independence, sovereignty, equality and territorial integrity; non-interference into each other’s internal affairs; and joint commitment to and sharing of responsibility in promoting regional peace and security.
The principles also cover the enhancement of consultation about regional security issues that affect security of other nations and the maintenance of the bloc’s central role and consensus in political and security relations with outside partners.
Ten delegations to the meeting outlined four frontiers of cooperation such as sharing intelligence information about regional security, safeguarding very important persons and key targets, cooperation in human resources development and exchange of visits, and coordination with such regional organisations as SOMTC, ARF and ASEANAPOL to ensure regional security.
Later in the day, the delegates to the MACOSA were received by Prime Minister Nguyen Tan Dung, who said he hoped that the meeting would help the regional nations reap better results in the fight against human trafficking, and hi-tech and transnational crimes.
The meeting created a coordination mechanism among security agencies of the ASEAN nations, thereby helping to maintaining regional security, he said.
The PM requested the delegations to actively implement the freshly reached agreements and proposed the ASEAN states to hold MACOSA in turn annually in a move to step up their security cooperation./.
