A meeting to mark the 60th anniversary of the second National Congress of the Communist Party of Vietnam was held at the Kim Binh historical site in Chiem Hoa district of the northern mountainous province of Tuyen Quang on Feb. 19.

At the meeting, CPVCC member and Secretary of the Tuyen Quang Provincial Party Committee Nguyen Sang Vang recalled the second National Party Congress that was held from Feb. 11-19, 1951 at the Na Loang forest, Phu An village in Vinh Quang commune (now known as Bo Cung village, Kim Binh commune, Chiem Hoa district).

This was the first congress in the country and the only event of its kind that had taken place outside the capital city of Hanoi, he said.
He went on to say that the congress put forward policies to make the resistance war a complete success. It renamed the Party the Labour Party of Vietnam and elected Ho Chi Minh as the Party Chairman and Truong Chinh as Party General Secretary. It also decided to organise the Revolutionary Party in Laos and Cambodia to help these two countries in their struggle for national independence.
Following the Party Congress, Kim Binh commune hosted a series of important events, including the Viet Minh-Lien Viet unification congress and the Vietnamese-Lao-Cambodian people alliance conference.

Over the past years, Tuyen Quang province has exerted its efforts to achieve a GDP growth rate of more than 13.5 percent over the 2005-2010 period and its annual per-capita income of 12.6 million VND in 2010, a 2.3 fold increase over 2005.

On behalf of the Party and State, Politburo member and Head of the CPV Central Committee’s Commission for Popularisation and Education Dinh The Huynh praised the achievements recorded by the Tuyen Quang Provincial Party Committee and people in the national renewal, construction and defence over recent decades.

Tuyen Quang has made important contributions to the northern mountainous and national development, he affirmed.

He, however, emphasised the necessity for Tuyen Quang to get out of poverty and under-development status to become a developing province in the northern mountainous area./.
