Hanoi (VNA) – The National Assembly (NA) Standing Committee looked into the November ombudsman report, including unresolved issues from October, during its ongoing 40th session on December 10.
Presenting the report, Deputy Head of the NA Standing Committee’s Ombudsman Commission Hoang Anh Cong highlighted public strong support for re-organising the political system's organisational apparatus to enhance efficiency and effectiveness. This restructuring is seen as a necessary response to practical demands, expected to invigorate national protection, development, and progress, while creating momentum to achieve the goals outlined at the 13th National Party Congress. However, he emphasised the importance of safeguarding the rights and benefits of officials, public employees, and workers throughout the process.
Citizens also praised the results of the 8th session of the 15th NA, particularly innovations in legislative mindset and methods, which emphasised brevity, clarity, decentralisation, and administrative reform. Nonetheless, concerns remain regarding negative practices in land auctions, the rise in business closures and suspensions, and other economic challenges.
The commission proposed that the NA Standing Committee urge the Government and the Prime Minister to direct relevant ministries and agencies to enforce stricter controls over land auctions and enhance transparency to prevent disruptions caused by high-bid withdrawals. They also recommended introducing penalties for real estate market manipulation.
The Ministry of Health was called upon to strengthen inspections and oversight to ensure food safety, particularly in collective kitchens and canteens, and to manage food supply effectively to minimize food poisoning risks.
NA Chairman Tran Thanh Man underlined that the report should better summarise public opinions and highlight the legislature's activities, particularly significant reforms during the 8th session. He noted the approval of 18 laws at the session, showcasing efforts by the Government, the NA Council for Ethnic Affairs, and other committees, which gained strong consensus among deputies.
NA Vice Chairwoman Nguyen Thi Thanh stressed the importance of fostering unity within the political system and among citizens regarding the restructuring and streamlining of the organisational apparatus. She underscored the need for sound mechanisms and policies to support affected officials and public servants, ensuring an optimal and fair realignment of the public workforce.
Emphasising that the goal of streamlining the apparatus is not only to spur national development but also to improve the well-being of those affected, Thanh proposed implementing strong policies to encourage retiring officials to voluntarily make way for younger, well-trained personnel. She argued that this approach would help sustain a dynamic and capable system./.
