Hanoi (VNA) - Discussing in group on the results of the implementation of the 2021 socio-economic development plan and the 2022 planned socio-economic development plan on the morning of October 21, many deputies frankly contributed their opinions to clarify the Government's reports, thereby creating a driving force to boost growth in the context of complicated epidemic developments.

Identify challenges

Nguyen Thi Thuy of the Bac Kan delegation, Deputy Chairman of the National Assembly’s Judiciary Committee, expressed concern that although the epidemic has been controlled, there is still a high risk of an outbreak.

In her opinion, the most important thing is that the local government knows how to listen to and make timely adjustments.

Deputy Nguyen Phuong Tuan of the Kien Giang delegation said that it takes a year to train a worker to get familiar to the work, while a skilled worker, 5 years or 10,000 hours.

Therefore, according to Tuan, authorities need to have specific solutions in disease prevention, help businesses recover and stabilize production and business.

Emphasizing the above opinion, Hoang Minh Hieu, Standing Member of the Law Committee of the National Assembly, said that the movement of labourers to localities also has many potential risks of epidemics, because many of them haven't got two doses of the vaccine yet.

He suggested that the Government need zoning to implement a specific roadmap; at the same time accelerating digital transformation, improving the efficiency of disease prevention.

Forehanded solutions needed

At the group meeting, deputies were interested in solutions to recover and develop the economy after the pandemic.

Citing voters' opinions, deputy Nguyen Chu Hoi (Hai Phong delegation) said many policies are very sound, but the implementation is often entangled.

With the above assessment, Hoi raised a number of solutions, in which he emphasised forecasting and warning stage is very important.

He also suggested that there should be measures to exploit the potential and reasonable advantages to develop the potential of the marine economy.

Meanwhile, NA deputy Bui Thanh Son, Minister of Foreign Affairs emphasized the importance of the overall programme on economic recovery. In which, it must be approached in both directions on both supply and demand of the economy.

Two hot issues voters looking forward to

Chairman of the National Assembly Vuong Dinh Hue asked the Government, ministries, sectors, and localities to make all-round assessment of the COVID-19 pandemic’s socio-economic impacts.

Legislators looked into the implementation outcomes of the 2021 socio-economic development plan, the draft development plan for next year, the report on the COVID-19 prevention and control, and the implementation of Resolution No. 30/2021/QH15 released at the 15th NA’s first session in July.

Participants asked the Government and all-level administrations to evaluate the pandemic’s impacts, address shortcomings, steer clear of subjectivity and hastiness in the COVID-19 prevention and control, and soon issue a general programme on socio-economic recovery and development.

Echoing the views of some deputies, Chairman Hue demanded the Government, ministries, sectors, and localities make all-round assessment of the pandemic’s socio-economic impacts, which will serve as the basis for building general strategies and plans for combating and safely and flexibly adapting to COVID-19, as well as for issuing socio-economic policies that suit the reality.

He noted that all parliamentarians have reached high consensus on the need for changing mindset and focusing on the safe, flexible, and effective adaptation to the pandemic.

The NA leader held that the general programme on socio-economic recovery must take into account fiscal and monetary policies so as to boost both economic recovery and development.

However, the legislature is unable to consider a financial package for the general programme on socio-economic recovery right at this second session as preparations for this issue haven’t been completed yet, he said, adding that the NA Standing Committee is planning to seek permission for organising an irregular meeting in December to decide on this matter./.
