Hanoi (VNA) – As many as 1.7 trillion VND (74.8 million USD) will be spent on a vocational training plan for labourers in rural areas, heard a seminar in Hanoi on November 29.

Jointly organised by the Department of Cooperatives and Rural Development (DCRD) under the Ministry of Agriculture and Rural Development and the Oxfam Vietnam, the event announced a research and consultation report of the plan.

DCRD Director Ma Quang Trung said the draft plan to train agricultural occupations for rural labourers in 2017-2020 is designed to provide vocational training courses for 900,000 labourers in rural areas. 80 percent of which is expecetd to find jobs immediately thereafter.

Beneficiaries will be labourers in rural disadvantaged areas, who will be trained mainly in cultivation, breeding, forestation, aquaculture and fishery, agro-forestry and aquatic processing, and salt industry, he added.

The training will also focus on sectors to effectively adapt to climate change and maritime environmental pollution, he noted.

To realise the plan, it is necessary to examine primary training programmes designed in the past, thus updating and adding more contents appropriate to the reality.

Vocational teachers and managers will be also supported to improve their expertise and skills, Trung said.

Deputy Director of Oxfam Vietnam Pham Thi Le Hoa said the organisation conducted a research in 2014-2016 with the aim of seeking ways to improve the efficiency of short-term vocational training for rural labourers, towards promoting poverty reduction in ethnic minority areas.

This showed that the planning and budget allocation for vocational training has remained limited, while policies supporting the field have yet to be incorporated. 

Hoa proposed building a comprehensive policy of vocational training instead of different policies, and focusing on intensive vocational training for key groups, in order to fully tap potential and strengths of each locality./.
