The sixth meeting of the 11th Communist Party of Vietnam’s Central Committee (CPVCC) opened in Hanoi on October 1.

On the agenda will be the socio-economic situation for this year; the socio-economic development and the State budget estimates for next year; ways to continue improving the efficiency of the State-owned enterprises; policies and law on land; education and training reforms and science and technology development.

They will also examine personnel planning for the CPVCC, Politburo, Secretariat and key State and Party leadership titles, a report on the outcomes of self-criticism and criticism of the Politburo and Secretariat in the spirit of the Resolution on Party building and other important issues at the CPVCC’s fourth meeting (11 th tenure).

When addressing the event, Party General Secretary Nguyen Phu Trong stressed that few meetings have had so much content and long planned sitting like this one and that all the issues to be discussed on the agenda are equally important and complex.

He proposed socio-economic, educational and training development, scientific-technological and Party building issues for debates.

Regarding socio-economic situation, Trong said that CPVCC members need to focus on meticulously discussing and analysing this year’s outstanding characteristics, achievements, and existing shortcomings and weaknesses and figuring out their objective and subjective causes.

He asked them to have forecasts on socio-economic development for the near future in a comprehensive and scientific manner, with particular attention to examining and analysing issues related to the deployment of economic restructuring.

On the basis of correctly assessing the situation, the CPVCC needs to define development viewpoints, guiding views, general goals and the most fundamental and important indices for 2013.

In the near future, attention remains for curbing inflation but more priority must be given to stablising and making the macro-economy healthier, improving the investment environment, developing production and trade, regaining growth and ensuring social welfare. This will all be combined with renewing growth models and restructuring the economy to provide a strong foundation for higher growth during the remaining years of the five-year plan, Trong said.

He also stressed the importance of developing education and training and science-technology, which according to him, is the top national policy and a driving force for socio-economic development.

Trong urged the participants to make a comprehensive and objective assessment of the implementation of the Party’s guidelines and policies as well as the development of education – training, and science-technology over the past 16 years.

He noted that this will help highlight the achievements and point out the existing shortcomings and weaknesses and their causes. This will explain why these fields are yet to become a foundation and driving force for development and work out where the bottlenecks still remain.

Based on that, right major and important viewpoints set at the Resolution of the CPCVCC’s second meeting (eight tenure) will be confirmed so as they will continue to be implemented, while new viewpoints, goals, tasks and solutions, especially breakthroughs can be supplemented and developed, Trong underscored.

Regarding Party building, he said since the 11 th Party National Congress, the CPVCC, Politburo and Secretariat have issued many key documents and made a lot of effort to implement these key tasks.

Particularly, the fourth CPVCC meeting’s Resolution on urgent issues in Party building is being currently carried out drastically on schedule and self-criticism and criticism for collectives and individuals has been instructed closely by the Politburo and Secretariat in a serious manner as regulated, Trong added.

At this event, the CPVCC is yet to touch on specific personnel planning, the Party chief noted, adding that the members will mainly comment on purposes, requirements, viewpoints, regulations, guidelines and contents on the building a personnel plan for cadres at strategic level.

The contents of personnel planning for the CPVCC, Politburo and Secretariat include the requirements and criteria for each specific title, the age groups eligible for the plan, the number, structure, and criteria for choosing candidates, the process of detecting, introducing, selecting and deciding resources for the plan, and management and implementation.

After the CPVCC reaches a consensus on these key issues and the CPVCC Executive Committee issues a related Resolution, the Politburo will instruct the building of specific planning for the CPVCC, Politburo, Secretariat and key Party and State positions for 2016 – 2011 tenure and following tenures.
