The Secretariat of the Party Central Committee on September 20 meted out punishment on two officials for their serious violations of Party rules and lax management resulting in great losses to State assets.

The two officials are Nguyen Phong Quang, former Party Central Committee member, former secretary and former standing vice chairman of the Southwest Steering Committee in the period from 2011 to 2016; and Nguyen Anh Dung, member of the Party committee of the Central Business Bloc, secretary of the Party committee of the Vietnam National Chemical Group (Vinachem) and chairman of the group’s Council of Members.

According to the Secretariat, Phong Quang in his capacity as a leader of the Party committee and standing office of the Southwest Steering Committee must bear the main responsibility for the violations of rules and shortcomings of the Party committee and standing office of the Southwest Steering Committee during 2011-2016.

Quang violated the principle of centralized democracy and working rules of the Party in personnel work, resulting in many wrongdoings during an extended period. He himself signed appointment decisions in more than 30 cases in violation of principles, procedures and standards of personnel work.

The official also showed lax control and lack of responsibility, resulting in his subordinates committing serious violations of law in financial and asset management, causing heavy losses to the State budget and asset.

Quang violated the law on use and management of State asset when transferring more than 2,000 sq.m of land of the Southwest Steering Committee to the Sponsoring Association for Poor Patients in the Southwest.

He flouted the Party’s regulations when accepting nomination for the chair of the Sponsoring Association for Poor Patients in the Southwest. Quang also used the name of the Steering Committee to mobilize donations for the association without permission from relevant agencies, which was outside the committee’s functions and tasks.

Considering that Quang’s mistakes and wrongdoings had caused serious consequences and negative impacts on the prestige of the Party and the Southwest Steering Committee, the Party Central Committee’s Secretariat decided to dismiss him from all his Party posts, which are standing vice chairman of the Southwest Steering Committee, member of the Party committee of the Southwest Steering Committee and secretary of the Party committee of the Southwest Steering Committee’s office.

On the part of Nguyen Anh Dung, the Secretariat said he must bear responsibility for wrongdoings of the Standing Board of the Party Committee of Vinachem during the 2010-2015 tenure, as he has served as Vice Secretary of the group’s Party Committee since August 2012 and Secretary since October 2013, and Chairman of the Council of Members since April 2012.   

Dung showed a lack of responsibility and lax management without proper supervision and inspection, resulting in mistakes and wrongdoings in personnel work and the management of Vinachem’s capital, assets, land and investment with serious consequences, including loss of State capital.

His negligence in supervision and inspection has allowed serious wrongdoings to happen in the implementation of four key projects, which are the Ninh Binh nitrate fertilizer plant, the expansion of Ha Bac nitrate fertilizer plant, the DAP fertilizer plant No2 in Lao Cai and the DAP fertilizer plant in Hai Phong.

Taking into account the seriousness of Dung’s mistakes, the Secretariat reached consensus in dismissing Dung from all Party posts, including his membership in the Party committee of the Central Business Bloc, and secretary of the Party committee of Vinachem.

The Secretariat required the Party committee of the Ministry of Industry and Trade to quickly instruct the imposition of administrative disciplinary measures against Nguyen Anh Dung in line with law and regulations. -VNA
