Hanoi (VNA) – Party General Secretary To Lam has urged the Party Central Committee’s Organisation Commission to bolster its advisory role in political system restructuring as preparations for the 14th National Party Congress in 2026 intensify.
Chairing a working session with the commission in Hanoi on May 27, Lam outlined an agenda to modernise the Party’s governance, combat corruption, and streamline administrative operations.
He stressed the need for the commission to promote its role as the strategic advisory body of the Party so as to build the Party clean, strong, and capable of leading the country in the new era. It has to perfect institutional frameworks, enhance the Party’s policy and strategy making capability, and reform the Party's leadership methodology to ensure the Party remains a dynamic force capable of meeting requirements in the new era.
A cornerstone is a strategic overhaul of personnel appointments to meet Vietnam’s development goals in the new era. He urged the commission to prioritise talent recruitment in critical sectors, advocating policies for attracting and retaining skilled professionals. He also stressed the importance of maintaining rigorous oversight to combat corruption and misconduct in personnel decisions.
The commission needs to promote its advisory role to ensure efficient and seamless operations of the new political system apparatus, which he described as a task of extreme importance.
It must continue helping with fine-tuning Party regulations and State laws to support the merger of provincial and communal-level administrative units during the 2026-2031 period. This initiative aims to create a leaner and more efficient political system by redefining staffing levels and aligning job roles with organisational responsibilities. Socio-political and mass organisations under the Vietnam Fatherland Front will also be restructured to enhance coordination and efficiency.
The commission was tasked with preparing a draft report on Party-building efforts and the implementation of the Party Statutes during the current 13th National Party Congress term, to be presented at the 14th National Party Congress.
In parallel, the commission must help shape a streamlined and efficient Party and State apparatus. This involves meticulous personnel planning to develop a contingent of dedicated and responsible personnel committed to serving the nation, the people, and the Party’s cause. It is also expected to effectively carry out its routine responsibilities in the Party organisational work, fully empowered to fulfill its vital role as the Party’s leading strategic advisory body on the Party and political system building, and personnel affairs.
Standing deputy head of the commission Hoang Dang Quang reported that since the beginning of the 13th National Party Congress term, the commission has advised on the completion of 119 schemes and tasks, all meeting the required quality and timelines. It has also issued 185 documents guiding comprehensive and coordinated efforts in the Party building.
The restructuring efforts are expected to yield significant results, with projections estimating a reduction of 18,449 provincial-level and 110,786 commune-level staff positions. An additional 120,500 part-time grassroots workers will also be phased out. These changes are anticipated to save roughly 190.5 trillion VND (7.62 billion USD) for the state budget between 2026 and 2030, averaging 38.1 trillion VND annually./.
