The Communist Party of Vietnam Central Committee (CPVCC) (tenth tenure) wrapped up its tenth meeting in Hanoi on July 4 after working for a week, agreeing to hold the 11 th National Party Congress in the first half of January, 2011.

Party elites unanimously agreed with the Political Bureau’s presentation that rationalised a detailed draft report reviewing, supplementing and developing the platform on national construction in the transition to socialism (called the 1991 Platform).

They also unanimously gave approval to a detailed draft report that sums up the implementation of the 2001-2010 national socio-economic development strategy and another that formulates the 2011-2020 national socio-economic development strategy.

In addition to these, the Party elites adopted orientations that guide preparations for the 11 th National Party Congress and local party congresses.

In his closing speech, Party General Secretary Nong Duc Manh said the contents discussed and decided at this CPVCC meeting were extremely important and fundamental for the Party in making preparations for its 11 th National Congress.

The Party Chief also said the country is able to accomplish all of the targets and tasks set for the 2006-2010 period even though there only remains one and a half years to go.

He cited the country’s past achievements and high resolution as well as the concerted efforts made by the Party, the people and the army as significant factors supporting his comment.

The Party General Secretary affirmed that the country has made the best use of opportunities and advantages; it had to weather difficulties and challenges to gain very important and great achievements during the course of implementing the 2001-2010 national socio-economic development strategy.

In this meeting, the CPVCC members defined orientations and major targets of the 2011-2020 national socio-economic development strategy.

Accordingly, the next ten year strategy will be outlined to guide the nation to continue to speed up modernisation and industrialisation in a sustainable manner, enabling the country to become an industrialised one as by 2020.

The strategy will also work towards helping the country maintain a stable, democratic and contented society and political life, further improving the people’s spiritual and material life, firmly defending national sovereignty, unity and territorial integrity, and further heightening its position in the international arena.

With such targets, the strategy aims to create driving forces for the nation to grow faster in the following periods.

The Party elites also reached a consensus on the contents that will be discussed at the 11 th National Party Congress, including reviewing the five year implementation of the tenth National Party Congress’s Resolution, the ten-year implementation of the 2001-2010 socio-economic development strategy, and the 20-year execution of the 1991 Platform.

In addition, the 11 th Party Congress will review, supplement, and develop the 1991 Platform on national construction in the transition to socialism, in addition to defining a national socio-economic development strategy for the next ten years.

They will discuss orientations, targets and tasks regarding national construction and defence for the 2011-2015 period and elect a new CPVCC for the 11 th tenure./.
