PM calls for preventing vested interest in building laws

Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc called for the thorough verification of draft laws and preventing vested interest in law building during a national teleconference of the Justice Ministry in Hanoi on December 23.

Addressing the conference, the PM stressed that the justice sector must be the best advisor to the government on institutional reform measures in line with resolutions of the Party, National Assembly and government, especially those involving businesses, start-ups and innovation.

He stressed that the ministry should try to ensure that there are effective mechanisms to monitor those given power by law, including the PM.

PM Phuc also called attention to restructuring the sector in line with the resolution adopted by the 12th National Party Congress’s fourth plenum and pushing forward administrative reform by adopting information technology, ensuring openness and transparency.

The ministry needs to strengthen control of the enforcement of civil judgements, strengthen personnel disciplines, and advise the government and authorities on legal aspects to minimise global trade risks, he said.

The government leader hoped that the sector would further popularise law education, especially those regarding businesses and the people.

This year, the sector scrutinised more than 11,800 draft legal documents, up more than 24 percent year-on-year, reports at the conference said. Up to 659 documents were found to contain improper terms.

The ministry has coordinated with ministries, agencies and localities to simplify administrative procedures, meeting 95.85 percent of the target.

The law enforcement force has enforced more than 530,000 sentences, exceeding plans by 8 percent.

The sector outlined nine groups of key tasks next year, including building specific and feasible working plans that suit the country’s socio-economic development goals, increasing collaboration with agencies and all-level Party committees and authorities, strengthening discipline in State administrative agencies, improving personnel training, especially those working at the grassroots level, among others.-VNA
