Government bodies at all levels and localities should actively mobilise all capital resources for infrastructure projects, said Prime Minister Nguyen Tan Dung in a national teleconference held on March 4.

The government leader assigned the Ministry of Finance to design a plan on the issuance of five-year government bonds next year and urged commercial banks to provide loans for small and medium-sized enterprises.

The PM also instructed the leaders of municipal and provincial people’s committees to judiciously allocate 2010’s investment capital to give priority to projects expected to be put into use this year and also to mobilise resources to speed up the implementation of these projects.

Ministries and relevant agencies should review investment procedures, the government leader said, pointing out that weaknesses in this area have resulted in slow implementation, poor quality and financial losses for several projects.

Although the disbursement of investment capital for construction last year was faster than in previous years, it still came up short of what is required, confirmed ministry and local officials.

According to reports from ministries and local authorities, the number of projects behind schedule last year accounted for 12.7 percent of the total--down from 18.2 percent in 2008.

The leaders of ministries, agencies and localities should take responsibility for the slow implementation of construction projects, said the PM./.
