The visits are expected to help meet the ambitious development goals of each country in the new context, serve the interests of the three peoples, and make a positive contribution to peace, stability, prosperity and development in the region and the world, said Minister of Foreign Affairs Le Hoai Trung.
The meeting of the leaders of the CPV, CPC and LPRP achieved very positive outcomes, covering all areas of cooperation among the three Parties and countries, and once again affirming that relations among the three Parties, countries and people are of strategic and long-term significance.
The Party, State and people of Vietnam stand ready to work closely with and support their Lao counterparts in the cause of national defence, building and development.
The VFF and the LFNC need to work closely together to celebrate major holidays and important events of each country, especially in 2027 - the Year of Vietnam - Laos Friendship, which will feature milestones of profound significance, such as the 65th anniversary of diplomatic ties and the 50th anniversary of the Vietnam - Laos Treaty of Amity and Cooperation.
In an increasingly complex global landscape, it is more important than ever to further deepen the solidarity and close ties between Vietnam and Laos and their armies, as well as among the three Indochinese countries.
The General Secretary wished that the Vietnamese community in Laos would further uphold solidarity, strictly comply with laws of the host country, pay special attention to nurturing younger generations, and preserve the Vietnamese language, culture, and the fine traditional values of the special bilateral relationship.

Party General Secretary To Lam’s state visit, with the participation of Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man, carries special historical significance for bilateral relations. It vividly demonstrates the strong political trust and the enduring, faithful bonds between the two Parties, States and people of Laos and Vietnam.
Vietnam always gives the top priority to its special, unique traditional relationship with Laos, standing shoulder to shoulder with and strongly and fully supporting Laos in its cause of national defence, construction and development.

The top Vietnamese Party leader said he was pleased to share with Lao Party and State leaders the key outcomes of the 14th National Party Congress, noting that the Congress was a great success, marking a major milestone in the 96-year history of the CPV as well as in the millennia-long historical and cultural legacy of Vietnam.
General Secretary To Lam affirmed that the CPV always regards the successes of the Party, State and people of Laos as a shared joy, consistently places strong trust in and supports Laos’s cause of national construction and development. The CPV stands ready to work closely with the LPRP to further deepen the great friendship, special solidarity and comprehensive cooperation, and strategic cohesion between Vietnam and Laos, he said, considering this relationship an invaluable asset, a rule of development, and a key factor ensuring the success of each country’s revolutionary cause today and in the future.
The documents included a memorandum of understanding (MoU) between Vietnam’s Ministry of Education and Training and Laos’ Ministry of Education and Sports on the establishment of a Vietnamese university in Laos; a handover record of Vietnamese-language textbooks and materials under the project on integrating the history of the special Vietnam–Laos and Laos–Vietnam relationship into school curricula in both countries; the 2026 cooperation programme between the two ministries of justice; and MoUs between Phu Tho province and the Lao provinces of Luang Namtha, Bokeo and Luang Prabang.
Taking place at the outset of the new leadership term in both countries, the visit carries a special orientation significance, demonstrating strong political determination to align strategic vision with concrete action programmes and to translate development aspirations into tangible results.
The selection of Laos as the first country for the visit by General Secretary Lam and the high-ranking delegation of the Party and State in the new term holds profound political significance, demonstrating Vietnam’s consistent policy of attaching special importance and top priority to the Vietnam–Laos relationship.
“This is a major political and diplomatic event in the early days of 2026,” Khamphao said. “It not only contributes to consolidating and nurturing the special relationship between our two Parties, States and people, but also injects strong momentum into Vietnam–Laos ties in a new phase."
The trip marks the first overseas visit by a key leader of Vietnam in 2026 and also General Secretary Lam’s first foreign trip since the successful 14th National Party Congress, underscoring the highest level of political trust, the special solidarity, and close coordination between the two Parties and the two countries.
Reviewing the proud history of the CPV and LPRP, Lao officials congratulated Vietnam on its great, comprehensive, and historically significant achievements under the CPV’s leadership over the past 96 years.
Lao Minister of Foreign Affairs Thongsavanh Phomvihane expressed firm confidence that the Vietnamese Party leader’s visit will be a great success and fully meet its goals, given the high level of consensus and determination among top leaders of the two Parties and States, as well as across ministries and sectors, to propel development-oriented collaboration.
In recent years, Vietnamese and Lao localities have closely coordinated in border gate inspection and control, information sharing, and crime prevention and combat, thereby helping maintain political security and social order and safety along the border line, while firmly managing and safeguarding territorial sovereignty and national border security of each country.
The visit, which will take place on February 5, will be the first foreign trip by General Secretary Lam in 2026 and his first foreign visit after he was re-elected as General Secretary of the 14th National Congress of the CPV. It will make him the first state guest welcomed by the Party, State, and people of Laos since the 12th National Congress of the Lao People’s Revolutionary Party (LPRP).
General Secretary of the Communist Party of Vietnam Central Committee To Lam and a high ranking Vietnamese delegation will pay a state visit to Laos on February 5 at the invitation of Thongloun Sisoulith, General Secretary of the Lao People’s Revolutionary Party Central Committee and President of Laos.
The two sides consented to boost communication and education to raise public awareness, especially among young people and students, about the exemplary traditional ties between the Vietnamese and Lao peoples. These efforts are meant to inspire pride and a sense of responsibility in preserving and promoting this special bond.
The VFF and its member organisations always regard the preservation and further development of Vietnam–Laos relations as both a responsibility and a heartfelt mission.
The state visit to Vietnam by the top Lao leader was a resounding success, reaffirming that the great friendship, special solidarity, comprehensive cooperation and strategic cohesion between the two countries will continue to grow further. This relationship will be preserved as a priceless shared asset of the two nations and passed on to future generations.
