Hanoi (VNA) - The policies related to social housing and the implementation must be designed to offer the greatest convenience for homebuyers, avoiding any distortion or misinterpretation of these policies, Prime Minister Pham Minh Chinh stressed on October 24.
Chairing a teleconference with leaders of 17 provinces and cities with a high demand for social housing, PM Chinh, who is head of the Central Steering Committee for Housing Policy and Real Estate Market, called for extra efforts to make breakthroughs in social housing development.
He stated that the Party and State have determined that in the process of national development, Vietnam will not sacrifice social progress, justice, or social welfare for mere economic growth. In recent years, the country has effectively implemented social welfare policies, ensuring that no one is left behind. Notably, it has completed the elimination of temporary and dilapidated houses nationwide, and its happiness index has risen by 39 places.
The leader noted that the Government has issued a resolution on the project to build at least one million social housing units for low-income earners, workers, and those in the science and technology sector during the 2021–2030 period, along with local housing development programmes and plans. The goal is to complete over 100,000 units by the end of 2025. To date, 696 social housing projects with approximately 640,000 units have been implemented across the country.
The PM acknowledged that this is a very positive result; however, compared to actual demands, there remains a significant gap, requiring greater efforts and determination.
Therefore, he requested delegates to engage in thorough discussions to identify specific tasks and solutions aimed at accelerating the development of social housing in a rapid and sustainable manner, meeting the demands of those in need, with the goal of issuing a new government resolution on this matter.
This resolution must propose mechanisms and policies that ensure the greatest benefits for all stakeholders. This includes ensuring effective state management, clarifying the roles of local authorities, encouraging enterprises to participate in social housing development, addressing the needs of people eligible for social housing, and diversifying credit sources for such projects.
The Government leader emphasised that the selection of enterprises participating in social housing development must be based on clear standards and transparent procedures. This process should both promote the competitive advantages of businesses and highlight their social responsibility, national solidarity, and compassion for fellow citizens.
Enterprises must put themselves in the position and circumstances of those in need of social housing when engaging in housing development projects, he stressed./.
