Deputies also questioned matters under the management of State Auditor General Dinh Tien Dung, Finance Minister Vuong Dinh Hue, Minister of Natural Resources and Environment Tran Minh Quang, and Public Security Vice Minister Lt. Gen. Pham Quy Ngo.

Their questions for Inspector General Tranh focused on the settlement of petitions and denunciations, solutions to existing petitions, especially those related to land, anti-corruption work, inspections of cases of capital use at economic groups and corporations and retrieval of property after investigation.

On the reason why many violations were detected but few cases were transferred to the investigation agency, Tranh said t he main objective of inspections is to pinpoint shortcomings and mistakes, in order to help the inspected establishments improve their operation. If any violations of law are found, the case will be passed to the investigation agency.

Regarding projects using capital by groups and State-owned corporations, the Government Inspectorate found and retrieved only 2.1 trillion VND out of the proposed amount of almost 3.9 trillion VND. Tranh said the result failed to meet requirements set by the retrieval process but is still positive compared with other investigations.

The Inspector General said it is necessary to speed up his agency’s actions and other ministries and sectors in giving out the final conclusion of inspection. If the law enforcement offices fail to implement the inspection agency’s conclusions, they would be subject to administrative and legal punishments.

He admitted that his agency is still slow in giving out the final conclusion of inspection and promised to focus on settling petitions and denunciations soon. The Government Inspectorate will propose the Government raise ministries and sectors’ responsibility involvement in inspections.

On the reasons of the recent rise in petitions and denunciations, Inspector General Tranh said the responsibility lay with the ministries and sectors, including his agency.

Land petitions and denunciations have accounted for more than 70 percent, mainly relating to compensation and resettlement assistance when the State retrieves land for socio-economic development projects. The Government Inspectorate is coordinating with ministries and sectors to find out causes and solutions to settle petitions and denunciations within an acceptable timeline.

Tranh also confirmed that the NA and Government’s policy to handle prolonged petitions and denunciations was correct.

Minister of Natural Resources and Environment Quang who took the floor promised to address all petitions and denunciations under the management of the ministry by the end of this year.

Tranh proposed the implementation of the Law on Denunciations and the Law on Petitions in the future, amendments of legal documents on site clearance and compensations, the management of land use, implementing the Politburo’s conclusion on the settlement of petitions and denunciations, training quality investigation staff and promoting the dissemination of legal policies on petitions and denunciations among people.

Concluding the hearing session of Tranh, NA Vice Chairman Uong Chu Luu spoke highly of deputies’ short, brief and direct questions on issues of voters’ concern and the Inspector General’s strict and frank answers reflecting his responsibility and pointing out reasons and solutions.

Following the hearing session, NA Chairman Nguyen Sinh Hung delivered a speech to close the session of the NA Standing Committee. Over the past 10 days, the Committee gave opinions to a number of draft bills, the Government’s resolution on organising a number of anniversaries, state funerals in case of huge losses of life, emulations and commendations, meeting voters and work relating to building courts.
Hung proposed the NA deputies and bodies closely follow the NA agenda to better implement law making work.

He said issues raised by the deputies focused on responsibility of the Government, cabinet ministers and heads of sectors in serving the people. He suggested ministers and heads of sectors to implement their responsibilities. The Minister of Labour, War Invalids and Social Affairs should organise vocational training, especially for ethnic minorities, to meet the target set by the NA and Government for this year and the next five years. The ministry should propose the Government provide vocational training for ethnic minorities in particular and in rural areas in general, as well as coordinate with relevant sectors to strictly punish foreign workers’ violations in Vietnam .

The legislative leader underlined the responsibility of the SBV Governor in settling banks’ bad debts and in general their financial situation so as to solve demands for bank loans. The Governor should also restructure banks and credit organisations for a healthy and positive change in the banking sector, Hung said.

He requested not to let financial and credit organisations under the Governor’s direct management collapse during national economic restructuring.

The SBV is responsible for controlling inflation and ensuring credit growth to prevent the possibility of economic degradation, contributing to job generation and social issues, Hung added.

He stated the Inspector General should realise his responsibility in settling existing petitions and denunciations and coordinate with ministries, sectors and localities in settling petitions and denunciations.

The Inspector General needs to improve efficient capacity and operation quality of the investigation system and better fight corruption, Hung said.

Detected corruption cases need to be transferred to investigation agencies, he added, noting that the General Inspectorate should promptly build and make amendments to the anti-corruption law, continue investigations at economic groups and State-owned corporations to prevent losses and negative phenomena in restructuring activities and strictly punish violations that cause losses in State property.-VNA
