With 21,351 valid FDI projects worth a combined 146.8 billion USD, Ho Chi Minh City remains Vietnam's leading recipient of foreign investment. The southern largest economic hub recorded nearly 7.5 billion USD in registered FDI in the first half of 2026, fulfilling over 68% of the annual target.
The resolution calls for a shift in development mindset, positioning FDI as a key driver of growth model transformation, with a focus on quality, value addition and continuous improvement of intrinsic capacity and self-reliance of the economy. Many experts and businesses believe the policy provides a timely strategic boost, helping Vietnam to capitalise on the ongoing global supply chain realignment.
With ongoing reforms, improving infrastructure and a growing pool of skilled workers, Vietnam is seeking to position itself not only as a manufacturing destination, but also as an emerging regional technology and innovation hub.
