Top legislator stresses improvement of NA operations

In an interview with the Vietnam News Agency on the occasion of the Lunar New Year, Hung affirmed the NA’s political determination to better perform its three functions in 2013, including law making, supervising and deciding the country’s important issues.

According to Hung, 2013 is the transitional period of a new development stage and a key year for the implementation of the 2011-2015 socio-economic plan.

He noted that after two years of implementation, many targets have not been met while the country must continue to allocate a big share of resources for building infrastructure, reducing poverty, ensuring defence-security, social welfare and dealing with natural disasters and climate change.

In this context, the NA has set the targets for 2013 of strengthened macroeconomic stability with lower inflation and a higher growth rate than 2012. The country must accelerate the implementation of three strategic breakthroughs in combination with economic restructuring and shifting the growth model, while ensuring social security and welfare. The country will also improve foreign relations and international integration to create a firmer foundation for future development, he said.

Towards this goal, strong resolve and concerted efforts are needed to carry out 8 groups of measures as set in the NA’s Resolution on the socio-economic development plan for 2013.

According to the NA Chairman, the legislature will have a great workload in 2013. In addition to implementing the 2013 Law and Ordinance Building Programme (approve 22 laws and examine 10 other bills), supervising the enforcement of thrift practices and preventing wasteful use of capital from Government bonds to construct infrastructure in the 2006-2012 period and the implementation of policies and laws on medical insurance in the 2009-2012 period, the NA will also consider and approve the revised Constitution and organise for the first time confidence votes on officials elected or approved by the NA or People’s Councils.

“These are two important tasks relating to the country’s essential issues. Fulfilling them requires the utmost efforts of NA deputies and agencies as well as the active support and assistance of voters and people nationwide,” he stressed.

Hung said that the NA is gathering public opinion on the draft amendments to the 1992 Constitution. This is an important and extensive political-legal activity and a democratic way for the people to exercise their mastery right in the country’s important issues, he added.

It also reflects the responsibility of the Party, army, people and all agencies and organisations in the political system, he said, affirming that the process must ensure democracy and gather the input of all people.

The Chairman went on to say that the resolution on conducting votes of confidence on officials elected or approved by the National Assembly or People’s Councils adopted by the NA at its fourth session is a significant renovation in the country’s political life that aims to realise the Party’s polices and the law by supervising the Party and State’s key leaders, he said.

“I believe that with the Party, people and army’s determination and solidarity we will overcome all difficulties and challenges, create foundations for sustainable development and successfully fulfil future tasks and plans,” the NA leader concluded.-VNA
