Twelve people from nine countries were found dead after a cruise boat sank while anchored at Titov island, Ha Long Bay, in the northern province of Quang Ninh, at 5am on Feb. 17.
Of the 12 dead, there were two Swedes, two Americans, two Russians, one Briton, one Japanese, one French, one Swiss and one Australian of Vietnamese origin along with one Vietnamese tour guide.
Chairman of the provincial People’s Committee Nguyen Van Doc said the province was willing to meet all requests of the victims’ families.
Quang Ninh police decided to initiate legal proceedings against the case for further investigation.

According to initial information, a problem with the boat’s engine caused the sinking.
There were 21 tourists aboard at the time the accident happened. Nine foreign tourists and all the six crew were rescued.
The cruise boat belonged to Truong Hai Limited Company and was licensed to stay overnight on Ha Long Bay./.
