Vietnam, Germany issue joint statement

Vietnam and Germany have agreed to establish a strategic partnership and further strengthen cooperation in the time to come, particularly in key domains noted in a joint statement issued in Hanoi on Oct. 11.

Under the joint statement, which was issued duringthe two-day visit to Vietnam by German Chancellor Angela Merkel, the twocountries will continue to increase the exchange of high-rankingdelegations and welcome meetings at all levels, including betweenpolitical parties, governmental and parliamentary agencies, andscientific and strategic research institutes.

Vietnam and Germany will cooperate more closely to implement projectsthat were already agreed by the two sides while defining projects forthe future, particularly those on strategic political dialogue;economics, trade and investment; justice and law; developmentcooperation and environmental protection; education, science,technology, culture, communications and social affairs.

To implement the joint statement, the two sides have set up astrategic management group co-chaired by a Vietnamese Deputy ForeignMinister and a State Secretary of the German Federal Foreign Office. Thegroup is scheduled to convene its regular meetings within the frameworkof political consultations between the two Foreign Ministries.

They agreed to strengthen cooperation in multilateral andinternational forums, including the United Nations., while declaring totake into consideration the start of a strategic exchange mechanism onexperience related to national defence and security policies that bothof the two sides were interested in.

Germany backedthe Association of Southeast Asian Nations (ASEAN) route on forming theASEAN Community, thus, enhancing the bloc’s active role in maintainingstability and peace in Asia-Pacific.

The two sidesheld that the “German House” project in Ho Chi Minh City would be animportant part in the bilateral strategic partnership.
Thetwo sides pledged to continue holding dialogues and exchange views in aconstructive manner on human rights bilaterally and multilaterally,including annual dialogues on human rights between Vietnam and theEU.

Both sides applauded the significance of holdingdialogues on the rules of law-governed states as well as methods toimplement these rules.

Vietnam and Germanyagreed to maintain the development momentum in cooperative relations inrecent years and vowed to continue creating favourable conditions fortheir enterprises and investors.

The two sidesaffirmed their wish to speed up the implementation of cooperationprojects, including a project to build metro route No. 2 in Ho ChiMinh City .

Vietnam and Germany alsodeclared their determination to strengthen cooperation in pushing up EUrecognition of Vietnam as a market economy./.

The dispatch states that in implementing Conclusion No. 18-KL/TW dated April 2, 2026 of the 14th Party Central Committee on the 2026–2030 socio-economic development plan, national finance, public debt management and medium-term public investment, linked to the goal of achieving double-digit economic growth, the Government on April 29 issued 11 resolutions on cutting, decentralising and simplifying administrative procedures, business conditions, and conditional business lines. The Prime Minister subsequently directed ministries, agencies and localities to implement these resolutions.

Vietnamese, Angolan foreign ministers hold talks in Hanoi
