Vietnam and Myanmar issued a joint statement on President Truong Tan Sang’s visit to Myanmar from November 29-December 1.

At the invitation of the President of the Republic of the Union of Myanmar, His Excellency U Thein Sein and Madame, His Excellency President Truong Tan Sang and Madame, accompanied by a high-level delegation of the Socialist Republic of Vietnam paid a State visit to the Republic of the Union of Myanmar from 29 November to 1 December 2012.

While in Myanmar , His Excellency President Truong Tan Sang held bilateral talks with His Excellency President U Thein Sein; met with His Excellency Thura U Shwe Mann, Speaker of the Pyithu Hluttaw and His Excellency U Khin Aung Myint, Speaker of the Amyothar Hluttaw; attended the Vietnam-Myanmar Business Forum and visited some sites of cultural and economic interests in Yangon . Bilateral talks between His Excellency President of Myanmar U Thein Sein and His Excellency President Truong Tan Sang took place following the official reception held solemnly at the Presidential Residence on 29 November 2012 in Nay Pyi Taw.

His Excellency President of the Republic of the Union of Myanmar U Thein Sein welcomed His Excellency President Truong Tan Sang on his State visit to Myanmar ; congratulated Vietnam on important achievements recorded in all areas, particularly in controlling inflation, improving social security and maintaining sustainable growth. His Excellency President U Thein Sein also expressed confidence that Vietnam would successfully implement the “2011-2020 Socio-Economic Development Strategy” to turn Vietnam into a modern-oriented industrial country in the near future with an increasing role and position in the region and the world.

His Excellency President Truong Tan Sang welcomed the ongoing efforts at political, economic and social reforms in Myanmar and congratulated Myanmar on the positive results achieved in the course of reform and expressed confidence that Myanmar would achieve steady growth and prosperity with an increasingly important role and position in the region and the world.

The two Leaders were of the views that the traditional relations of friendship and multi-faceted cooperation between Vietnam and Myanmar have been growing strongly, particularly in 12 prioritised areas namely agriculture, industrial crops, fishery, banking and finance, aviation, telecommunication, oil and gas, mining, electric equipment production, automobile manufacturing and assembling, construction and trade and investment cooperation which had been agreed upon by the Leaders of both countries. They reaffirmed their commitments to further enhancing cooperation in various areas, which are beneficial to the two peoples, to the process of ASEAN Community building by 2015, and to peace, stability, cooperation and development in Asia-Pacific.

The two Leaders highly valued the results of the recent high-level visits, including the State visit to Vietnam by His Excellency President U Thein Sein in March 2012, and reaffirmed the continuation of visits and contacts at various levels and via different channels as well as of existing bilateral cooperation mechanisms.

The two Leaders agreed to enhance defense-security cooperation on the basis of the Agreement of Defense Cooperation signed in 2011 and the Agreement on Combating Crimes signed in 2004, and to establish a vice-ministerial security dialogue mechanism between the two sides .

The two Leaders recognised the substantive results in bilateral trade and investment cooperation, pledged to bring annual trade volume to 500 USD million by 2015, and committed to continuously creating favorable conditions for enterprises of both countries to explore the investment environment of each country, hence increasing investment flows between Vietnam and Myanmar and vice versa. The two Leaders called for the expeditious implementation of licensed projects from Vietnamese enterprises while accelerating the licensing of other projects. They believed the signing of the Agreement of Cooperation between the Republic of the Union of Myanmar Federation of Chambers of Commerce and Industry (RUMFCCI) and the Vietnam Chamber of Commerce and Industry (VCCI) is a significant step towards an enhanced economic relationship between both sides.

The two Leaders expressed their satisfaction over the new developments in potential areas, such as agriculture, planting of industrial crops, aqua-product cultivation and processing, healthcare, telecommunication, tourism, etc., welcomed the signing of the Memorandum of Understanding on the Exchange of Banking Supervision Information between the State Bank of Vietnam and the Central Bank of Myanmar and the Memorandum of Understanding on Strategic Cooperation in Petroleum Sector between Energy Planning Department of the Ministry of Energy of the Republic of the Union of Myanmar and Vietnam Oil and Gas Group (PetroVietnam) of the Socialist Republic of Vietnam; agreed to accelerate the conclusion of other cooperation agreements to create legal framework for cooperation in specific areas.

The two Leaders highly valued the active bilateral cooperation at regional and international fora, particularly in ASEAN as well as other sub-regional cooperation mechanisms, such as CLMV, ACMECS, GMS, EWEC. They reaffirmed that the two countries would work closely with other ASEAN member countries to achieve the goal of ASEAN Community by 2015. His Excellency President Truong Tan Sang reaffirmed that Vietnam would support and stand ready to coordinate with Myanmar in the latter’s capacity as the Chair of ASEAN in 2014.

The two Leaders agreed on the importance of the Mekong River Commission mechanism, particularly in management and sustainable use of Mekong ’s water resources for the benefits of each country and the region.

The two Leaders reaffirmed the importance of peace, stability and mutual trust in the East Sea; respect for international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS); support of the ASEAN Declaration on Six Principles on the East Sea, including the full implementing of the Declaration on the Conduct of Parties in the East Sea (DOC) and the early achievement of the Code of Conduct in the East Sea (COC). They welcomed the Joint Statement of the 15 th ASEAN-China Summit on the 10 th Anniversary of DOC.

His Excellency President Truong Tan Sang and Madame expressed their sincere thanks to His Excellency President U Thein Sein and Madame, the Government and people of Myanmar on the warm reception and hospitality extended to the President, Madame and the Vietnamese high-level delegation. H.E. President Truong Tan Sang invited His Excellency President U Thein Sein and Madame to soon return to Vietnam for a visit at a mutually convenient time, and His Excellency President U Thein Sein accepted with pleasure.-VNA
