Vietnam demands that China immediately stops actions that violate Vietnam’s sovereignty over Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagos and strictly follows the Declaration on the Conduct of Parties in the East Sea (DOC).
Vietnamese Foreign Ministry spokesperson Nguyen Phuong Nga delivered the request while answering reporters’ question at a regular press briefing on June 24 on Vietnam’s reaction to the passage by the State Development and Reform Commission of China of the “2010-2020 Grand Plan for Construction and Development of International Tourism Island of Hainan”.
Nga said “ Vietnam strongly protests the passage of the plan under which Truong Sa and Hoang Sa archipelagos will be incorporated in an oceanic multi-purpose complex managed by the province of Hainan, Hoang Sa-bound tourism by air and sea lanes be promoted, and registration for right to use uninhabited islands be encouraged.
“Such action seriously violates Vietnam’s sovereignty, runs counter to the common views of Vietnamese and Chinese leaders, go against the spirit of the DOC,” she said.
“Vietnam has indisputable sovereignty over Hoang Sa and Truong Sa archipelagos,” Nga stressed.
She cited the DOC which China and ASEAN nations signed in 2002 as stating that: ‘The parties undertake to exercise self-restraint in the conduct of activities that would complicate or escalate disputes and affect peace and stability including, among others, refraining from action of inhabiting on the presently uninhabited islands, reefs, shoals, cays, and other features and to handle their differences in a constructive manner.”
Earlier, on June 22, 2010, Vietnamese Foreign Ministry’s representatives logged its protest with representatives of the Chinese Embassy in Hanoi./.
