Nguyen Dac Xuan Thao, a 13-year-old pupil at Nguyen Hue Secondary School in central Da Nang city, has taken second prize at the 2009 Universal Post Union (UPU) Letter Writing Contest, the 38 th of its kind.

The results were announced by a representative from the International Cooperation Department under the Ministry of Information and Communications at a meeting in Hanoi on October 1.

This was the second time Vietnam has bagged the silver medal at the UPU Contest.

Thao’s entry at the contest, with the theme “writing a letter to someone, explaining that good working conditions can ensure a better and happier life”, was a letter to State President Nguyen Minh Triet, telling him about her father’s accident that paralysed him and left him a wheelchair. She went on to ask the government leaders to come up with suitable policies and guidelines to reduce accidents at construction sites and factories.

Her letter won the first prize at the 38 th Vietnamese national letter writing contest and was translated into French before being sent to the UPU Contest.

Vietnam has taken part in the UPU contest since 1987./.
