A workshop on developing criteria and reviewing methods on implementation of the 1992 Constitution was held in Da Nang on August 3 by the National Assembly Standing Committee’s Legislative Research Institute and the Vietnam Union of Science-Technology Associations.

The Vietnam Constitution institutionalises the Party’s policies and views, and identifies tasks of the State and society of Vietnam in each stage of development.

The 1992 Constitution was approved in the context that the country was on the road to implementation of the comprehensive renewal policy set by the sixth National Party Congress in 1986 and obtained initial achievements in aspects and areas of social life.

After about 25 years of implementing the renewal process and 18 years of implementing the Constitution, has developed a system of law and legal documents in order to regulate social relations in economic, civil, political, cultural, scientific-technological, diplomatic and security-defence areas, serving the country’s renewal process and contributing to the country’s international integration.

The documents institutionalising regulations on the human rights, rights and obligations of citizens in the 1992 Constitution have been also improved, creating an important legal basis for protecting and promoting rights and freedom of fundamental democracy of citizens.

But implementation of the Constitution over the past 18 years has shown that regulations on human rights and the rights and obligations of citizens stipulated in the 1992 Constitution have shortcomings which require studies and assessment for revision and supplements, in line with Vietnam ’s reality and ensuring the country’s ongoing regional and international integration./.
