ASEAN underlined the need to further enhance the role, authority, effectiveness and efficiency of the United Nations General Assembly at the general assembly’s plenary debate on its revitalization in New York on Dec. 6.
The view was stated by Vietnamese Ambassador Le Luong Minh, Head of the Vietnamese permanent delegation to the UN, on behalf of member states of the Association of Southeast Asian Nations (ASEAN).
He affirmed that “ASEAN is consistent in its view that the General Assembly is the primary policy-making and representative organ of the United Nations, and recognises the role of the General Assembly in addressing issues of international peace and security in accordance with the UN Charter.”
“As such, ASEAN underlines the imperative of revitalising the work of the Organisation with a view to further enhancing the role, authority, effectiveness and efficiency of the General Assembly, Ambassador Minh said, noting requirements for commitment and political will of all member states and the implementation in a comprehensive, inclusive and transparent manner.
Emphasising the vital importance of information flow, cooperation and coordination between the UN’s principal organs, the diplomat said ASEAN has encouraged inter alia the continued holding of periodic meetings between the Presidents of the General Assembly, the Security Council and the Economic and Social Council, as well as of informal meetings of the President of the Security Council with all member states before the preparation of the Security Council annual report.
“We support efforts aimed at promoting positive, effective and balanced working relationships between the UN principal organs, especially between the Security Council and the General Assembly as defined in Article 24 of the UN Charter,” Minh said.
He also noted the essentiality of strengthening the Office of the President of the General Assembly to the process of revitalisation and suggested that the General Assembly should assume a more proactive role in dealing with issues of common concern of the international community, including international peace, security and economy as well as in relation to the new peace-building architecture.
“It is essential that the General Assembly’s role and authority is revitalized to contribute to strengthening the United Nations’ legitimate and universal representation in global governance. ASEAN is committed to working actively and constructively with all other partners towards this end,” Minh concluded./.
