Hanoi (VNA) - An automated customscontrol system for exports and imports was launched at the Hanoi-based Noi BaiInternational Airport on April 16.

According to Deputy Director of Hanoi’s CustomsDepartment Tran Quoc Dinh, after a five-month pilot period, the system hadbenefited importers and exporters, warehouse businesses and customs because thesystem links goods management information at three stages: pre-clearance,customs clearance and post-clearance.

Accordingly, customs offices appliedconcentrated information technology to exchange and update information withwarehouse businesses, helping them monitor goods from arrival to departure andtransportation between locations subject to customs supervision.

The system has been piloted by the Hanoi CustomsDepartment at the Noi Bai Airport since October 16, 2017. The air cargowarehouse of the Noi Bai Cargo Terminal Service JSC (NCTS) was thefirst unit to implement this pilot. 

Enterprises importing and exporting throughautomated management and monitoring systems will know goods information and thelocation of goods in warehouse to speed up customs procedures, helping themreduce the cost and time to store goods in warehouses.
Meanwhile, aviationwarehouse businesses are provided with goods information through the system.They do not waste time, money or labour to write, print, prepare or deliverdocuments of each flight to the customs office.

NCTS General Director Nguyan Xuan Phuc said hiscompany had made efforts with the customs office to gradually complete softwareand carry out the pilot.

Up to now, the system has brought practicaleffects in reforming and modernising the process of operation, shortening timefor goods clearance for enterprises and helping businesses reduce labour costsand travel time to handle the procedures, increasing production and businessefficiency for importers and exporters, said Phuc.

Appreciating the results of the system, DeputyGeneral Director of the General Department of Customs Hoang Viet Cuongaffirmed that this event was not only important for customs but also for allbusinesses, especially exporters and importers doing business at the Noi BaiAirport.

“This system has adopted international standardsin the management of goods transported by air. This represents the commitmentof the customs sector in the process of reform and modernisation,” said Cuong.

"In the future, units under the GeneralDepartment of Customs and Hanoi Customs Department should continue to completethe system, expanding it to meet the requirements of reform and modernisationto generate favourable conditions for people and businesses," said Cuong.

After five months of pilot implementation, thismodern system has connected to all three warehouses of NCTS, Aviation LogisticsService JSC and Aviation Vietnam Air Cargo Services JSC.

Customs data shows that during the period,175,766 customs declarations have been managed and monitored automatically onthe system.-VNA
